Sheff Wed Deals with a 'Significant Problem', Says Football Regulator

'We are going to be a part of football's future' - football oversight chief the regulator's chair

Sheffield Wednesday's current difficulties represent a a "significant problem" and the new football authority is aiming to acquire authority to examine team situations in comparable cases, its new chair the official has announced.

In a wide-ranging interview, the regulator, who was named to the position this week, expressed "sympathy" towards Wednesday's fanbase.

The chairman convened with four fan organizations associated with the Championship side this week.

The Championship side have been experiencing difficulties in multiple areas in this season, with the club delaying salary disbursements on multiple instances, including in September.

"Clearly Sheffield Wednesday has been a major concern for the league and a substantial concern for English football," the chairman stated.

"The club represents one of the great brands for English football and in recent days we have met supporters' organizations.

"Our aim is to acquire the ability... which will allow us to have the club and similar situations referred to us if they warrant scrutiny and acted upon."

Economic Challenges and Ownership Situation

The club's controversial proprietor Dejphon Chansiri stated during the off-season he would be prepared to relinquish control at their home ground, but he has not been able to secure a deal with prospective buyers.

Delayed salary payments on time in earlier this year caused limitations by the league officials in summer, blocking the team from conducting any recruitment activities for the next three transfer windows, although that restriction was lifted in late summer.

Regulator's Perspective

The regulator explained: "The position was created for the fans of Sheffield Wednesday, Bury or any football club where supporters are loyal to a local institution that has existed throughout their lifetimes in numerous instances.

"I have absolute sympathy for Sheffield Wednesday, as I do for each organization that over recent decades have faced collapse, or nearly ceased operations, for reasons that have nothing to do with the followers."

Questioned about whether the authority might compel an chairman to relinquish a club if they are considered unfit, Kogan said: "When asking whether 'would we intervene in the final instance?', the response would be once we assemble the facts and understand the situation, we will."

But the regulator clarified that forcing owners to sell clubs would be considered the final option and the oversight body would choose to cooperate with proprietors.

"The last thing what we want to do is begin intervening in an specific team, an particular chairman, without being able to work with that owner to try and resolve the issues that the club's facing and the chairman's encountering," the regulator explained.

"But the truth is, when you review the record of the game, over the last 20 or 30 years there have been particular chairmen, few in number, but some who have been irresponsible in the approach they have taken toward their teams and eventually decline to assume obligation for the coming years."

'Errors may undo substantial development'

The chairman convened with delegates from multiple organizations to lay out the remit of the authority recently and maintained it represented a "forward-thinking discussion" with a "substantial involvement" from the National League to the Premier League.

"It's a job that's actually really important, because if we get it wrong, if the world of football gets it wrong, the extraordinary progress that's been made might evaporate swiftly," the regulator warned.

"And that's what nobody wants in the terms of English football is a substantial accomplishment - we need to continue the progress.

"There's an enormous amount of money entering the sport and has been invested for the recent generations, because certainty is lacking it will keep flowing into the sport, which is one of the reasons why I think we have to maintain a focused outlook on potential dangers and naturally, of the next two or three years."

Top Flight Apprehensions

Elite division representatives objected to the establishment of an oversight body because of fears of a negative impact on the top-flight's competitiveness, but the regulator stated: "I fully support the success and growth as an economic entity of the top division.

"As someone who appreciates the worry about compromising the Premier League as a premium product of this country. But concurrently, if you talk to the Premier League after today's meeting, they would have had a high level of reassurance -and, indeed, they have been informing us confidentially they have a high level of reassurance."

Political Connections

Kogan is still facing a "comprehensive investigation" by the Commissioner for Public Appointments after he disclosed making donations to the opposition group in recent years.

The 68-year-old provided financial support for government minister the politician's campaign, along with that of the government leader.

"I have fully disclosed my previous political affiliation [with Labour], and that party membership ceased the day the official body endorsed my nomination," the chairman stated.

"I currently have no participation in any form of political activity."
